GHMPO’s Unified Work Planning Program ready for review

The Gainesville-Hall Metropolitan Planning Organization’s (GHMPO) FY2027 Unified Planning Work Program (UPWP) is ready for public review. The Unified Planning Work Program (UPWP) outlines the annual operating budget and planning activities for the GHMPO throughout a single fiscal year (July 1 through June 30).

Among the FY2027 highlights:

*Conduct a Skelton Road Corridor Study.

*Work with Hall Area Transit on transit expansion or improvement initiatives, including on
the microtransit service branded “WeGo”.

*Work with local jurisdictions on Highlands to Islands trail expansions through the TCC
Trails Subcommittee, particularly the previously identified Gainesville Airport Trail,
Tumbling Creek Trail, Thurmon Tanner Trail, Hog Mountain Trail, and Flowery Branch
Downtown Trail segments

*Assistance to local governments on trails grant applications, trail planning, expansion
projects, and transit changes.

*Conduct a Skelton Road Corridor Study, with local match paid by Hall County and
Gainesville.

*A major project receiving significant funding ($20.243 million) in FY 2027 for right-of-way acquisition for its Phase II widening of Spout Springs Road.

*Apply for funding to conduct an update to the GHMPO Freight Plan.

*Complete additional smaller studies with local jurisdictions as needed

*Continue to coordinate and cooperate with the Atlanta Regional Commission, Georgia
Department of Natural Resources’ Environmental Protection Division, Environmental
Protection Agency, and other interagency partners in air quality management.

*Provide transit planning administration and assistance to HAT and Jackson County
Transit.

What is the GHMPO? It is the intergovernmental transportation planning body for Hall County and a portion of western Jackson County. GHMPO conducts the federally mandated transportation planning process for the Gainesville Urbanized Area and portions of the Atlanta Urbanized Area, as identified in the 2010 U.S. Census.
