The co-owner of an Oakwood daycare is free on bond after being arrested earlier this week on child cruelty and battery charges in connection with an incident involving one of the children at the daycare. The investigation began in July, according to the Oakwood Police Department.
OAKWOOD POLICE NEWS RELEASE:
“On (July 24)…officers were dispatched to the victim’s residence to take a report in reference to cruelty to children.
Officers met with the victim’s mother who stated that her daughter attends Brilliant Star Daycare (in Oakwood).
(The day before) the mother was getting her daughter dressed and noticed bruising on her daughter’s upper left arm. She called her husband into the room to look at the mark, and he agreed that it appeared to be a bruise. The victim’s father took (the girl) to the daycare and spoke with Clement Quartey-Papafio, who is a co-owner of the daycare, about the bruise.
…Quartey-Papafio told the victim’s father that he had gone into the bathroom to check on the victim and found that she had filled the toilet with rolls of toilet paper (and that he) slapped the victim on the arm and (dragged) her out of the bathroom by her arm.

The 51-year-old Quartey-Papafio is from Lawrenceville.
A sheriff’s office spokesman said Thursday morning he was freed from the Hall County Jail on bonds totaling $8,100 late Wednesday afternoon.
