Lawmakers say Senate Bill 453 aims to exempt certain rural residents between the ages of 16 and 35 from income taxation. The bill defines rural residents as those living in counties with a population of less than 50,000 and a poverty rate of 10% or more. Counties like Colquitt, Thomas, and Tift in South Georgia are classified as rural, while Lowndes County is not. The bill is an effort to encourage young people to stay in rural areas, could lessen the deterioration on city infrastructure, and could infuse economic growth benefits to those counties.
