GEORGIA STATE PATROL (GSP) NARRATIVE:

“The investigation revealed a Kia Sorento, driven by Francisco Dominguez, 27, of Gainesville, was traveling southbound, failed to obey a red traffic signal, and entered the intersection. A Honda Accord, driven by Fabian Abarca Fraile, 27, of Alto, was turning left from the northbound turning lanes of EE Butler Pkwy onto the I-985 northbound on ramp on a green turn arrow. Dominguez fled the scene but was located by a Hall County K-9 and deputies near the crash scene. He was taken into custody and charged with DUI, Hit and Run/Leaving the Scene of an Accident with Injury, Failure to Obey a Traffic Control Device and two counts of Serious Injury by Motor Vehicle.”
