7 arrested in crackdown on illegal sexual activity, some of it aimed at children

HCSO NEWS RELEASE:

“Investigators with the Hall County Sheriff’s Office (HCSO) Criminal investigations Bureau (CIB)
made seven arrests over the weekend in an undercover operation designed to apprehend those
seeking illegal sexual relationships over the internet.

Investigators began planning for Operation Lights Out in the spring. With the assistance of the
Georgia Bureau of Investigation (GBI) and the Floyd County Police Department, investigators
carried out the operation at a location in western Hall County on Friday, August 15 and Saturday,
August 16.

During the two-day operation, investigators arrested the following suspects on the listed charges:

 Jorge Francisco Arevalo, 59, Flowery Branch – electronic exploitation of a minor, grooming
a child for indecent purposes (felony charges). Mr. Arevalo used his computer to lure
someone he believed to be a minor to engage in sexual activity.

 Juan Domingo Lesther Aguirre, 29, Cleveland – electronic exploitation of a minor, sexual
exploitation of a minor (felony charges). Mr. Aguirre asked for nude photos from someone
he believed to be under the age of 18, using a computer wireless service to make the
solicitation.

 James Cole Johnson, 29, Flowery Branch – pandering (misdemeanor).

 Andrew Stakoun, 56, Atlanta – pandering (misdemeanor).

 Desameria Lysandra Lattimore, 27, Winder – prostitution (misdemeanor). Ms. Lattimore
offered an undercover investigator sex for $250.

 Candie Petty, 45, of Chatsworth – prostitution, possession of less than an ounce of
marijuana (misdemeanor charges) and felony possession of marijuana with intent to
distribute. Ms. Petty offered an undercover investigator sex for $450; she also offered to
sell marijuana to the investigator.

 Qwantavious Dashay Tolbert, 29, Winder – possession of a Schedule II drug with intent to
distribute (felony). Mr. Tolbert had two loose oxycodone pills in his possession. He
transported Ms. Lattimore to the undercover location.

All seven (7) suspects were transported to the Hall County Jail upon arrest.

Mr. Arevalo, Mr. Aguirre and Ms. Petty remain in custody with no bond. Mr. Tolbert has been
granted a bond of $8,100, but he remains in custody at last check. Mr. Johnson, Mr. Stakoun and Ms.
Lattimore each posted bond of $1,300 and have been released from jail.”
