Toccoa woman charged with cruelty to animals

A Toccoa woman has been charged by Cleveland Police with cruelty to animals after officers says they found dead puppy at a Wanda Drive apartment complex.

Cleveland Police Chief Jeff Shoemaker says Kandice Johnson, 31, was arrested after residents of the complex reported foul odors coming from a unit.  Officers who investigated found the apartment, noticed the foul odor, but the unit was locked.

However, Shoemaker said, with the help of a keyholder, officers entered the apartment, which was in disarray, reported smelling feces and rotting flesh, and discovered the dead dog. “The animal had apparently been left inside without adequate food or water,” Chief Shoemaker added.

Johnson was tracked down and arrested.
