Three Hall County Sheriff’s Office (HCSO) deputies have submitted their resignations as the
agency continues an audit of its Flock safety system. All three resigned while under active
investigation.
Jason Orellana, a deputy with the Uniform Patrol Division, submitted his resignation on
Wednesday, Aug. 26. According to the internal investigation, Orellana performed ten (10)
unauthorized searches on the agency’s Flock safety system at the request of a co-worker
who did not have access to the system. Orellana had been employed with HCSO since April
2019.
Taylor McArthur, a deputy assigned to the agency’s Jail Division, resigned from her position
on Thursday, Aug. 27, the date she received notice that she was under investigation for
violation of HCSO policies. McArthur provided information to then-deputy Jason Orellana,
requesting he check the Flock system for information on persons known to her. McArthur
had been employed with HCSO since April 2023.
Austin Scott Flanagan, already on administrative leave with pay for an Aug. 25 arrest for
making harassing phone calls, resigned on Thursday, Aug. 27. Flanagan submitted his
resignation during the course of an investigation into his arrest as well as an investigation
into unauthorized use of the agency’s Flock system. The investigation determined Flanagan
had accessed the system twice for personal reasons unrelated to any authorized job
function. Flanagan had been employed with HCSO since Nov. 2022.
The violations remain under further review by the Hall County Sheriff’s Office. Additionally,
they will be referred to the Georgia Peace Officer Standards and Training (POST)
Council for review.
