Hall Co.’s is part of Calif. group’s study of HELP courts

In early December, Donald Brown, a 55-year-old who struggles with depression, addiction, and suicidal thoughts, stood nervously in the Hall County Courthouse, concerned he’d be sent back to jail. “I’m kind of scared. I feel kind of defeated,” Brown said.
