With a moratorium on data centers expiring later this summer, Hall County officials are proposing a Data Center Ordinance to “clearly define and regulate” data centers within unincorporated Hall County.
The ordinance sets standards to ensure these facilities are located in appropriate locations and operated in a way that protects nearby communities, infrastructure capacity, and the environment.
It introduces a “full regulatory framework” for data centers, including:
- A new definition for data centers and cryptocurrency mining facilities
- Size classifications (Medium, Major, Campus)
- Requirements for zoning approval through a Special Use Permit
- Community meeting and public notice requirements
- Development, infrastructure, buffer, architectural, and noise standards
- Required studies and ongoing compliance
- Emergency response and security planning
- Decommissioning and site restoration proces
Data centers have unique impacts, including energy demands, noise, cooling needs, security, and large‑scale building footprints. This ordinance ensures:
- Clear review and oversight occur before approval
- Nearby neighborhoods are protected through large buffers and noise limits
