Data Centers: Hall Co.’s next move

With a moratorium on data centers expiring later this summer, Hall County officials are proposing a Data Center Ordinance to “clearly define and regulate” data centers within unincorporated Hall County.

The ordinance sets standards to ensure these facilities are located in appropriate locations and operated in a way that protects nearby communities, infrastructure capacity, and the environment.

It introduces a “full regulatory framework” for data centers, including:

  1. A new definition for data centers and cryptocurrency mining facilities
  2. Size classifications (Medium, Major, Campus)
  3. Requirements for zoning approval through a Special Use Permit
  4. Community meeting and public notice requirements
  5. Development, infrastructure, buffer, architectural, and noise standards
  6. Required studies and ongoing compliance
  7. Emergency response and security planning
  8. Decommissioning and site restoration proces

Data centers have unique impacts, including energy demands, noise, cooling needs, security, and large‑scale building footprints. This ordinance ensures:

  1. Clear review and oversight occur before approval
  2. Nearby neighborhoods are protected through large buffers and noise limits
  3. Infrastructure providers can evaluate impacts on water, sewer, and power
