- Burke: $6,523
- Warren: $6,166
- Washington: $6,110
- Clay: $5,486
- Greene: $5,482
- Crisp: $5,438
- Bibb: $5,381
- Fulton: $5,337
Counties with the lowest average refund include:
- White: $3,080
- Dawson: $3,086
- Lumpkin: $3,142
- Catoosa: $3,162
- Towns: $3,167
